Abstract

Abstract

This study aims to describe the structure of the P4GN policy implementation network, coordination within the policy implementation network, and identify influential actors in the program. To study this theme, researchers uses 2 theories, namely network governance theory and social network analysis theory. The method used is a qualitative method with a descriptive approach. Data collection techniques using in-depth interviews, observation, and documentation. Data analysis techniques use data reduction, data presentation, drawing conclusions and verification. The results of this study describe the structure of the P4GN network implementation policy which includes government, private, and community actors. The pattern of interaction between actors is seen through the frequency of contact which includes the actor's contribution, namely providing resources such as information-financial-skills, high intensity and utility obtained by the community in implementing programs such as life skills training and anti-drug counseling. The second dimension is trust between actors which is still low so that program implementation is sectoral or internal. The quality of information sharing is quite high. Exchange of resources in the P4GN policy is still limited. Coordination in the implementation of P4GN policies in the city of Cilegon uses a joint adjustment coordination mechanism.

Abstrak

Penelitian ini bertujuan untuk mendeskripsikan struktur dalam jaringan implementasi kebijakan P4GN, koordinasi dalam jaringan implementasi kebijakan, serta mengetahui aktor berpengaruh dalam program tersebut. Dalam pengkajian tema ini, peneliti menggunakan 2 teori yaitu teori network governance serta teori social network analysis. Metode yang digunakan yaitu metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan wawancara mendalam, observasi, serta dokumentasi. Teknis analisis data menggunakan reduksi data, penyajian data pengambilan kesimpulan dan verifikasi. Hasil penelitian ini mendeskripsikan struktur dalam jaringan implementasi kebijakan P4GN yang meliputi aktor pemerintah, swasta, serta masyarakat. pola interaksi antar aktor dilihat melalui frekuensi kontak yang meliputi kontribusi aktor yaitu menyediakan sumberdaya seperti finansial-skill-informasi, durasi intensitas yang tinggi serta utilitas yang didapat oleh masyarakat dalam pelaksanaan program seperti pelatihan life skill dan penyuluhan anti narkoba. Dimensi kedua yaitu kepercayaan antar aktor yang masih rendah sehingga pelaksanaan program bersifat sektoral atau internal. Kualitas berbagi informasi yang cukup tinggi. Pertukaran sumberdaya dalam kebijakan P4GN masih terbatas. Koordinasi dalam implementasi kebijakan P4GN di kota Cilegon menggunakan mekanisme koordinasi mutual adjustment.
